Emissions trading as an environmental policy tool: A focus on the design issues

Abstract

This paper reviews the design of emissions trading and provides an overview of the theory and practice with respect to this environmental instrument. The paper analyses the experience and insights gained form emissions trading programs in Canada, the U.S.
